Since they can hold their breath even in a vacuum, you wouldn’t be able to use a vacuum or some other method to remove oxygen. However, there are materials that are capable of absorbing immense amounts of oxygen. Make a nano particle dust cloud of this material. When they they breathe it in, it absorbs all the oxygen in their body. You would have to remove the oxygen from around them to keep them from taking another breath.

A fun fact: on both sides of your neck you got 2 main arteries, these bad boys carry a lot of blood. As you know red blood cells carry oxygen.
