Kirk, I had the same problem painting a room once with straight white paint.
Took the paint back to the store and had them put one shot of black paint in the white, bingo, the ghosting stopped.

Hi Kirk, will putting a white finish coat over a skim coat show seam lines from the skim, like where you have tied in? Non-acrylic by the way. Thanks!

So all you tryed to say was that you need to saturate stucco with several coats primer that it will "suck" same amount moisture that old surface.
