Tbh, I would rank Kiyoshi higher since she has lived for 250 years through Lao gei the immortal's lesson( I forgot how to spell his name) and she surely must have trained more during those 250 years, not to say that she is stronger than the avatar in the higher tier, but you know 250 years of experience and being the biggest avatar, that's very impressive.

My personal Ranking goes 1.Aang 2.Korra 3.Wan 4.Roku 5.Yangchen 6.Kyoshi 7.Kuruk 8.Szeto

Reasoning is that Aang was absurd in how quickly he learned the remaining three elements and then apparently either learned or created a fifth element. Korra is the only one outside of Wan to fight Vaatu and win, or even fight another avatar. Wan was again one of two people to fight Vaatu and win and caused the creation of the avatar making everything else possible. Roku really did do a great job in keeping the peace of his time but there isn't much about what he actually did achievement wise. Yangchen's wide spread long lasting peace is very impressive in my mind even if Kyoshi did the same thing and sadly we just don't know enough about Szeto to rank him any higher.
