How to set CSV UTF-8 encoding in Excel and LibreOffice Calc

Excel used to encode UTF-8 in a CSV correctly. Now, I'm using Excel 365 and I cannot get it to work at all. LibreOffice Calc works. So using Calc seems to be the way to go, which really points to why use Excel in the first place. If you know of a solution using Excel 365, please let me know in the comments. I did not test using Google Sheets (which I expect works) because I needed a local solution.
