Snape makes the mandrake draught, Sprout just grows them. There's literally an entire scene where Snape gets super touchy about Lockheart wanting to make the potion. Regarding potions & herbology though, it's sort of like doctors & chemists, isn't it ? Like, they are closely related disciplines but most doctors can't physically make medicine & most chemists wouldn't have the first clue how to place an IV. Of course, a doctor should know some chemistry & a chemist should know anatomy but neither is really required to be an expert in the other's field.

Its also that neville had to use someone else's wand, not his own. He couldnt use spells properly.

I blame Dumbledore. He was so focused on Harry that he didn't notice any of these issues with other students, and tell the relevant professors to do something to solve the situation.

I think it is the teacher's attitude really! Consider harry, he never liked potions, taught by snape. As we know snape usually wrote the recipe on the black board, he always gave then correct recipe as hermione manages to brew the potions well till 6th part. But when same instructions are in book, it works wonders for him. It is the teacher. Neville was not good with DADA, but with right help, be it lupin or harry or Azkaban breakdown, he did wonders.

Well in all fairness, Snape was the best Potions student that Hogwarts had ever seen, but by comparison was also the worst professor since Nigellus Black.

Where are we getting the "Neville is the best Herbology student in generations" bit? Yes he was very proficient, even Harry in DADA level proficient as in Harry could produce an advanced bit of magic. But I never saw Neville being praised as the best Herbology student Hogwarts had ever seen. Certainly Hermione's grades could rival his.

I disagree think about it as a good farmer versus a good chef. just because you can take care of and make the ingredients doesn't mean you know what to do with them
