I build and repair Computers as well, for those who have the time and little money 3 major things affect CPU usage, or better all 3 things affect each other the CPU itself memory and you drive, a cheap fix often is find an ssd the less your PC struggles the less your CPU will work, memory and CPU for lot processes work hand and hand so upgrade memory should help some. Neither these are very expensive other then that follow this video you should see a significant drop, if you don't then there is something going on with your pc

I was not playing games. Watching video on Firefox. WMI provider host would spike CPU usage to 100% every few minutes. I did the analysis and AlienWare Command Center (AWCC Services) process was the culprit. I stop this process and Videos ran fine. After noodling around, I went to the Graphics settings in Settings and turned on Hardware-accelerated GPU Scheduling. PC has to be rebooted. Task manager showed my GPU utilized more and the problem went away. So now AWCC and Videos are running together fine.
