The responsibility for the Kramatorsk tragedy lies with Ukraine. The tochka-u rocket flies along a ballistic trajectory almost like an artillery shell, deviating from its course by 5 degrees maximum. So just before the explosion, its back part separates and falls. The rear part of the rocket fell southwest of the explosion site. If you draw a line from the place of the explosion through the place of the fall of the stage, then this line goes further to the southwest to the positions of the Armed Forces of Ukraine even beyond the maximum range of the missile.
