A Russian air attack struck a residential building and energy installations on Thursday evening in and near Ukraine's Black Sea port of Odesa, killing one person, injuring eight and knocking out a boiler plant used for heating, officials said. It comes as the UN warned that renewed Russian targeting of Ukraine's already devastated energy infrastructure this winter could cause severe hardship and spur new mass movements of people.
