In case if you have laptop with hybrid Nvidia graphics, forcing dedicated GPU in NVidia settings helped me.
NVidia Control Panel -> Manage 3D Settings -> Program Settings:
1) Select Program to Customize: Navigate to starter.exe (on my laptop: C:\Program Files Car
2) Select the preferred graphics processor -> High-performance NVIDIA processor.
Those settings enforce the game to run on dedicated graphics.

I don't know how to fix my issue, I watched every video on how to fix city car driving but no video told me how to fix CEGUI Exception, failed to create texture from memory buffer. Not only is there 1 error, there is 2. The second error says. Exception, CEGUI: Render exception in file.

can you do an updatd version for 2021 because the troubleshooter is not available and compatibility properties are not there anymore as of 2021.

I added car mods from steam workshop now it says starter exe error
