1. Create a solid and apply Fractal Noise.
2. Change Fractal type to Max and Noise Type to Block.
3. Expand the Scale Width to 1200.
4. Alt-Click the Stop Watch for Random Seed and type Time*5.
5. Pre-compose the solid layer.
6. Create an adjustment layer and add displacement map.
7. Set the map layer to your solid layer.

And now your text or logo is glitch and distorted.
