Its not so much a question of "will"...its a question of training and the fact that the users of the Voice (Bene Gesserits) have been trained in psychology to pick up on subtle signs from other people, then alter the pitch and tone of their voice to reach into someone else's subconscious and use the Voice to plant commands there. The BGs don't allow it to be known widely that they can do that, because once people realize they can do that, people can be trained to resist it. It takes some time for a BG to listen to someone to be able to find the right combination of pitch and tone, so the "Voice" will vary from person to person as well.

The idea of "the Voice" was based on the idea that ALL parents, specially mothers, have that "tone of voice" that it is impossible to disobey when she uses it to call you.

You know, the tone she uses when she calls you by your FULL name...

What this video didn't mention is their origin. Humans colonized a planet whose atmosphere had a strange gas that gave female humans psychic powers. Those women eventually became the Bene Gesserit thousands of years later. That is where they got their powers from.

I noticed in Lynch's "Dune" when Paul used the module it was for projecting or focusing one's voice or certain sounds at an object, to destroy it or part of it. The Voice by itself is for human to human control

I think they're upset not that a male can use it but because they're not supposed to have a male in the first place as for the prophecy and when you train a woman as oppose when you train a man, men tend to have a higher likelihood to act on emotions. This only happens when you train them though as our society actually trains women to "get over" period pain and other stuff. This can lead to a lot of other problems but largely woman are more self-controlled biologically than men which is why they do so well in school. Men do better in general in sports/ business because they are less hesitant to act on things though which I'm guessing is the reason for the difference in gender. Note all statements about a group of people are an average statement but you can still get exceptions such as a male with good self-control. You can tell when Paul is tested they're probably upset because they simply start to suspect that they might just be wrong about Paul not being the special guy.

We started taking shots every time they said “right” lol I’m sorry guys that was so irritating and oddly comical after a while lol
But on the Voice, they made a error. The Voice could be used on whole populations if the users had the training. Someone could be trained to resist its power. It could also be a genetic disposition, something over time a populist started to be able to resistant. Intellect seldom had anything to do with it for The Voice could be used on other Bene Gesserit including Reverend Mothers. These nice gentlemen should do a bit more homework on the topic I believe. But it was nice to see it be discussed.

The Voice is the voice of God—or the word of God, or the will of God.
It's not a command. It's an observation of what WILL happen.

When you tell someone to do something, part of you already knows if they will obey or challenge. It's very subtle, but pay attention and you'll notice that you already know if someone is going to obey you before they respond to your "command".

As others have said, this phenomenon is especially apparent between parents and children. Parents—mothers especially, for a whole host of reasons—learn to speak to children in a way that's more akin to a matter-of-fact observation than an imposition of their subjective will.
