in Greek Θέμα and Θέματα is somekind of the modern states equivalent, in USA.

With regional governors and regional armies trusted to garrison especially the front.

Interesting to put the command points on the command cards. That seems a sensible arrangement. It's easy to forget when you put the command cards together.
