We are using FFMPEG to converting our mp4 videos in hls format in segments of 1s

We converting our video in 2 qualities 480 & 720p with the configuration of aac X264 2500 kilobitrate for 480P
And aac x264 5000 kilobitrate for 720 p
But after the encryption and convertion the file size of each packets increases which collectively take load/ buffer to play from the user end.

Eg some single packets go high as 2.5 MB
Kindly help
