They are saying that the doctors were clueless and this practice wouldn't be effective but how is this different from what we're doing today? Covering the eyes, nose and hands had to be more protection than being completely exposed. And using the cane for social distancing is exactly what we're doing today. Of course the material is more permeable than it is now, but they were on the right track.
