Perfect way you’re describing it! My mom went to a furry convention with me and it was my first ever furry con! We enjoyed the time and then my mom said “I wanna be a furry but I don’t wanna wear a fursuit sadly” I said “Mom you don’t need a fursuit to be a furry, a lot of furries don’t own fursuits because they are expensive or just have their reasons! So you can be a furry^^!” And she was so happy and now me and my mom are furries together XD she tried her first fursuit head on at the dealers den it was the best thing to ever experience for me and her!

That's like asking "do you need to cosplay to be part of ANY fandom?" which is the same answer as this one; no. People assume that cosplaying and fursuiting are required because you see pictures of them whenever a con happened, but if you are a Star Wars fan, for example, you don't need a 300 dollar lightsaber to prove you are a fan. Shame how fandoms make it seem like your loyalty to anything is based on how much you invest in anything rather than how passionate you are.
