It's a camp, not a settlement. A camp serves a purpose.

Back in the Culture series I was really hoping to find one for the Orcs. I thought mabey Scottish Highlanders could'a been really interesting.

Since it's a *Camp*
It is filled with Orc warriors doing what warriors do, rather than what the inhabitants of an Orc *Village* would be doing.
