Probably their NATO approved, non hazardous primer mixture. No lead or other toxic metals normally found in primers.

Are the measurements the same or off by a mil or two? I have not seen anything but U.S. brand stuff where I live!

You forgot to point out that this is specifically the fiocchi Premier small pistol primer with non-corrosive mixture which is different than regular feoc cheese
