Not sure if you are gonna reply but i have a question, how exactly do they determine the percentage of the GDP they are going to spend. Hypothetically, if both the president and the parliament/congress agree on increasing the percentage they use can they simply do that? What i have noticed is that 3rd world countries tend to spend a smaller percentage in relation to their GDP, below 20% however 1st world countries tend to spend above 30%. Is it simply because they choose not to do so or what?
