EDIT: My friend fixed this by making both his friends list and his steam profile public.

Showed this to a friend having the empty friends list issue, his friend list was private, but changing it to public didn't fix it. Seems this isn't a universal fix, sadly. Back to waiting for Arrowhead to fix <3
