This is the first time. I swear... THE FIRST TIME that I had a problem on my computer that was actually fixed by a youtube tutorial. Bravo and thank you.

You saved my life man!!! I would consider my self as someone with a decent amount of technical knowledge. But I was just unable to fix it. Nothing worked, resetting the icon settings, cleared the icon cache. All my windows pre-installed icons where gone and trying to open the control panel or explorer just displayed a blank screen. Even after botting windows from the recovery point didn't change it(at this point I wanted to give up). But the cmd command worked and after the restart, I was all back in place. So thanks for your help, you saved me a lot of time, effort, and frustration. THX! (Sorry for potential grammar mistakes, I'm from Germany ;) )
