A meeting was arranged at Sandringham with Queen E, Prince Charles, William and Harry - and one 'courtier' was there. I think it was about 4 options laid out - but it was pushed on them to be fully in or fully gone - no negotiations. There is a sense that it was William who pushed this, and not having a printout for each option, the courtier only had one printout - fully in or fully out. When Harry asked him where the other printouts were, and the guy told him the printers weren't working. After the meeting, Harry went to the 'office' and saw that all printers were working. So, it appears it was already a "done deal". This info is to be found in Harry's book "Spare".
