I need to break up my AD users in to groups of 2000 as the remote end only allows SCIM AD group sizes of 2000. So, the SCIM AD group size of 50k for Azure is overruled. The one thing I'm having issues finding online is information on how multiple Azure groups sync\provision. Meaning, the order set by default. If you have it set where all groups are selected to provision, does Azure AD start at the top of list and sync to the bottom ?

Is the a way to automate the order of which groups sync first ?

Overall, I want to make sure the groups don't try to provision all at once, as you can only talk to remote so many times in a minute as well. As a note, the remote end is a Cloud application. When we provision from Azure, it creates users in the app.
