Dear Sir what is the difference between final action date and date of filling? which one is used in F4 category visas?

Great News but cannot make any conclusions unless we have Family, EB Categories and Fiance K visas backlog numbers split per US Consulate. Visa Bulletin is no longer a good predictor of processing visas times. Each US Consulate needs to state where they are in the backlog queue and which new cases have been sent from NVC on a week by week basis for EB, Family and Fiance K visas. US Consulates (e.g. Montreal) merely stating they are busy processing "mission critical" visas and medical visas for curing COVID, Cancer, AIDS and expediting family visa requests as a result of funerals and adoptions etc are meaningless
