SSD's is unfortunately a must, you can't skip out on one these days.... I agree that HDD's are better suited for mass storage but being only on HDD is a really really bad idea. Best cost saving method is still, a small SSD paired with a large HDD, in some cases only a SSD depending on use case. A example would be a user wanting to only play a few games on a pc - 1tb or 2 tb SSD would be enough. Example 2 is a user who wants to download his whole library of games and downloads video files and or works with large files such as in 3D modeling, Texturing & or gamedev stuff or a Video Editor who archives videos ... in this scenario a SSD is still a necessity for your OS and most used applications so something like a 1 Tb SSD paired with 8/16/18 TB Drives is best you can get a 4tb Drive but it will still fill up quite quickly if your necessity is more storage. In some scenarios its even better if you have 2 SSD's and a Large HDD in my case 1 TB SSD for OS , 2 TB for Games Requiring SSD and for Video Editing (Using multiple drives so OS use 1 Drive while Program Uses another Drive) and finally 4 x 8 TB HDDS for Storing Projects done, videos and big games/ older games that don't need SSD performance. Games like new UE5 games, Starfield & Rachet and Clank and a bunch of newer games are at least requiring a SATA based SSD.. I've also seen what a HDD can do to some games as old as 2018 where audio and cutscenes suffer /fail to load quick enough due to a HDD

Its always a matter of how much you know about storage, SSDs are best used to start up a computer or game that are heavy with loading assets like Cyberpunk
HDDs are best used to store documents, pictures, videos and such as well as mods for games on a separate folder before injecting them into the game

I have an NVME for my boot drive and a large sata ssd for my steam drive and a high capacity hdd for everything else

for cost effective storage of large data it's true but for any data that you're gonna work on frequently should be stored on SSD that includes software that you're gonna be using. And I cannot stress this enough you must use an NVMe drive as your boot drive even a sata SSD as boot drive will make your computer feel like it'sfrom last century when it's compared to an NVMe drive.
