It is called "aiding and abetting" that is the legal term. You didn't pull the trigger but you helped the person who did pull the trigger so you are considered equally guilty in the eyes of the law.

If I was in the UNSC, I would raise a point of order that a non-member of the UN should not be present, and ask to see any evidence that Russia is a member - which they cannot produce because they are not and never have been a member. They resigned from the USSR, which de facto ceased to exist the following day when the last member, Kazakhstan, resigned. Had Kazakhstan not done so, they would be the only member and thus be entitled to sit in the USSR's permanent seat, but no ex-member can pass any resolution or statement about winding up the USSR they had already resigned from, so any such statements are legally impotent, particularly those made by only 20% of the ex-membership. But the membership and permanent seat belong to the USSR by the charter of the UN, and no nation can take their place, least of all one which has never even applied for membership in the UN, as all other ex-Soviet states have done. If the permanent seat can be passed around from one nation to another, it could not possibly be described as permanent, could it?
Such fraudulent behaviour is clearly incompatible with any diplomatic role, to the Russian Federation's mission to the UN would have to be PNGd.
