I've found the effect that gives the retro cell texture of the creepy frog character - Color Emboss

Create a simple 3D model example in blender. Use mixamo for animation (walk, run...). You can use blender to export animation as *.png or other and use these picture as referenz. You can choose a model in mixamo too, If you want. 😄
