Build new houses while demolishing old but better houses at the same time? Why don't they just expropriate old houses and turn them into public housing project with lease-own contracts? Detroit is really sick!

I am tired of these homes being built and only available for "low-income" people! They have enough assistance programs, what about the people in-between...not quite low-income and definitely not wealthy...don't qualify for any assistance, but struggling financially! WHAT ABOUT US!?
