Why did this happen?
I don't know for sure because I wasn't paying attention. The car on the right was probably taking too long & positioned too close to the curb from dropping me off near the stop sign earlier. Also the road is very wide, even though it only has one lane in each direction. Some combination of these factors made the car on the left think it should overtake.

Isn't this super unsafe?
No I think it's pretty funny but fine otherwise. Both vehicles are driving super cautiously and reacting to each other quickly.

Why is there no turn signal?
There is, but you have to look very closely. The lights on newer cars are hard to film because of LED flicker. This happens often in bright sun. The shutter speed of the camera gets faster and doesn't sync up with the LED's refresh rate.

Why are they driving in the crosswalk?
Both cars stopped at the line, then started creeping forward to get a better view. There is no stop sign in the other direction so one must get a clear view of the road.

Should they let the pedestrians cross first?
I don't think anyone wanted to cross. I don't know the other two guys but it seemed like they were talking on the street corner for awhile. I was originally walking in the other direction, but stopped to film when I saw the second Waymo pull up.

Are driverless vehicles allowed in California?
Yes, the DMV issued driverless permits to several companies. Waymo can drive in LA as long as they don't charge money for rides.
