As a person that played games with low FPS, I can say that those framerates are perfectly playable.

I recommend you also use a kernel extender to make programs think it’s running on a newer version of windows, which would be great for running modern apps, although idk if it can go past windows 7 in compatibility

GTAIV common problems for not launching could be because it doesn't have runtimes such as DirectX and VC Redistribute runtime. GTAIV works on DirectX 9 and Vista supports DirectX 10 or is it just maybe Vista doesn't wanna work with it

You think Call of Duty runs bad on that computer you should see how it runs on my old Sony laptop even with shadows disabled lowest settings 640 by 480 with a performance config it still hovers around 8 to 12 frames per minute
