Change frame rate without changing speed Premiere Pro

In this tutorial on Premiere Pro, I'll show you how to change the frame rate of your clip. For example, if you've filmed various parts of your project using different cameras and you'd like to match the frame rates, you could follow the above procedure. This method would not change the speed of the clip.

Thank you. My problem is when I set framerate to 1, using your described method, this is working. But when I then want to export it, in the export settings I can only choose among fixed frame rates like e.g. 10, 12, 24 but nothing lower than 10. So how can I export a video with a custom frame rate? Thanks.

Not working! In the Sequence tab, the "Render Selection" were grayed out! I followed all step until I saw the "Reder Selection" were grayed out!!

Question: if I have 60fps footage that I need to make 30fps and I also want a 3second portion of that clip to be in slo mo like a short slo mo scene in footage how should I do this what should I do first make the whole clip 30 fps down from 60 which I filmed in or should I make the slo mo scene in that clip first?
