The gesture doesn't look like a wave. It's akin to what Blanc did when Susie was in bed, to comfort her. I think she's leaving the school and giving it a kind of blessing. Simple as that.

In this post-credits scene you can see Susie facing towards the Berlin Wall, now as Mother Suspiriorum, enchanting the Berlin Wall to be torn down. To rebuild the nation through art, love and hope.

On June 13th, 1990 the Berlin Wall fell.

Susie's Amish mother parted from her Mennonite origins because Mrs. Bannion thought she was not strict enough in her adherence to the required dogma. Susie was born from Suspiriorum carried by her mother.

During her childhood Susie continued to search for her own identity. This manifested in the pull she felt towards Madame Blanc. No matter the punishment, her will to find her own identity persisted. The screenwriter explained Susie came to Berlin as a mortal, but being around madame Blanc allows her to grow into her untapped potential. To have access to the power of a Mother she had to empty herself of any doubt, hate, pain and guilt, and accept her potential.

Though Susie did not use her power for herself, like Helena Markos did: spreading the roots of fanaticism and evil. In stead Susie tapped into compassion and channeled the power of Mother Suspiriorum to do good.

People have claimed she is waving to the other mothers “witches” tears and darkness. And some have claimed that Luca put it there as to have Susie aka mother suspirium break the 4th wall and erase the audience’s memories like she did with Klemper and how Blanc tried to do it to her when she was going to be sacrificed to Markos.

This is obviously in the streets of Berlin at night... and this was before the Sabbath took place. I agree with what he said: she was touching the Berlin Wall; the land in front of Klemperer’s house was a grassy hill, and paired with the background drop and Dakota’s costume, the context of this scene is heavily implied to have taken place when Susie left the restaurant.
I will take no other theories.

She’s adjusting the picture of young madame blanc and helena markos that was knocked around when the witches kidnapped dr klemperer, as if to say, “I run this shit now!”

It looks like she is turning a key. If you read the original 3 Mothers text by Thomas de Quincy, which the mythos of The Three Mothers is derived from, It mentions how Mater Lachrymarum (not Suspiriorum but close enough haha) uses keys as a metaphor for how she spreads her sorrow to the world. Luca also vaguely mentioned how this scene is directed towards the audience. I'd like to think its Luca's way of showing to the audience that Mother has passed on her feelings of sadness and sighs unto the audience after watching the film or how she is continuing to spread her sorrow to the minds and lives of the people of the world. Remember, The Three Mothers are not witches, but goddesses of death and sorrow each with a homebase that houses a secret esoteric society. For example, Tenebrarum is in NYC with a society of alchemists, not witches.

From the way she is dressed, I believe this scene is from the same night as the ritual after she leaves the bar and before she goes back to the dance studio.

It’s apparent that Susie’s pinning something. No one “waves” with their fingers pinched together like that... perhaps she is placing a poster for a new show for the world to see or maybe a poster welcoming new dancers to the academy?

I didn't reflect on any explanation for this scene the first time I saw it. Though I thought; what a fascinating ending! For it creeped and startled me, while watching her becoming and her immense "power" over all. I would love a continuation on this character, just to see how will she develope.

Ok, just watched last night and have my theory which others have also given. I believe it was the Berlin wall she was passing her hand over, most likely casting a spell to bring it down. Here's why.
First of all, it looks like a brick wall behind her along with the lamp pole. At the Dr's house, there isn't a brick wall nor a lamp pole that would show up behind her if that's where she's standing.
In an earlier scene, when the Dr goes there to have a picnic it's clear that there is a hillside with bushes and shrubs and not a brick wall. There also is not a lamp pole of any kind. Right before the ending credits again, it shows that hillside as well as a train going by on the top of the hill.
Therefore, it's more likely that the scene takes place on the street in front of Tanz (the dance school) because there are lamp poles like the one in the final scene as well as walls.
Here's some more clues. This could have occurred in 2 potential locations.
1. When she was 1st making her way to the school, she pauses to talk to an old lady wearing a red coat. There's a lamp pole there and a brick wall and, AND on the Berlin Wall there's a phrase "From USSR mit (with) Love" which is what she might have been passing her hand over! Mind blown yet? Keep reading.
2. Closer to Tanz there's another phrase "Nieder mit Honecker" (Down with Honecker). Erich Honecker was the East German General Secretary all the way up to the wall coming down. So she could have been passing her hand over that phrase as well.
So, that last scene before the credits roll they show the little Dr's house in modern times (since a lady is using a mobile phone) so we know the wall is down at this point.
Then we wait until the FINAL scene where we see the "Mother" passing her hand over the writing on the wall (presumably) showing that was her handy work! So she's a "good" witch, ha?
If you're still reading than let me say one last thing, I'm a super fan of the original movie and believe it or not, I lived in West Berlin in the 80's when the wall was still up (I was in the Army). They really captured the flavor of the city in that time-frame and I loved this movie and was so happy when they didn't try to remake the original. Again, this is just my theory so it could be right or wrong.

I think interpretation with Susie AKA Suspiriorum relieving academy (or maybe even germany) of guilt makes the most sense. "It's true we need pain and guilt Doctor, but we don't need your pain and guilt". I think she's going to end old pain and grief but is now released in to the world and will introduce wave of new pain elsewhere.

I wouldn't say that I know what is happening, I'll wait for a potential sequel BUT... that would be great if she, indeed, touched the Berlin Wall in order to make it fall... so the sequel could be at least in some way related to the fall of the Berlin Wall back in 1989, or the story could happen around this time ^_^ A film where we could now discover about another Mother.

This is the gesture that Madame Blanc do to Susie, when she says "No dreams tonight". When Markos and Blanc ran the school, the dancers had nightmares. Now Mother Suspiriorum is here, no one will be armed, or killed during any ceremony, the dancers can have sweet dreams.
