I grew up in NW Scotland and my Grandma always said the same about the clothes.... and if you complained about the weather she would say "well, next time dress better".

In Russia we say "не сахарный, не растаю", which means " I'm not made of sugar, I won't melt" So cool to notice similar things in different cultures.
