If NBC News employed a reporter, they might be able to report whether or not the claim is true. However, they appear to employ only stenographers who can only quote other sources. They don't, apparently, have time to find out if what people tell them is true or not. I don't doubt Ukraine's claim, but it would be nice if journalists could report facts along with their quotations.
