It's actually simple, they don't create spaces. Watch how Spain are constantly moving into empty spaces so the man on the ball has someone to pass to, thereby creating flow. England players stand there with someone marking them, so our man on the ball has no options - he has to pass sideways or back. I think they're embarrassed by the thought of making a great run and then not getting passed to. Southgate must go wether they win anything or they don't. He's an actor.
