Dog trainer here. Cedric is dog reactive because he is suffering from anxiety. I highly recommend taking him to see a veterinary behaviourist (a trained vet who had years of extra training to focus on unwanted dog behaviours) . He may need some medication in conjunction with training to help him learn how to cope with other dogs in more appropriate ways. He is clearly a lovely dog and I hope you are able to get him the support he needs to learn that other dogs are not a danger. All the best x

Did you know that Cedric ancestors were used for hunting rats during WW1 so that the rats won't spread diseases around the soldiers in the trenches and that's why he is a little small it's a fun fact, I think he is a rat terrier.
