Actually their is a thing called cloud seeding, that can cause what ever weather you want to happen

Look into H.A.R.P. you might change your position on the ability to change weather. Its closer to the truth to say they can influence the weather. They can send sound waves to the ionosphere thus creating a bubble pushing the ionosphere upwards and then turn the machine off which causes the ionosphere to collapse which in turn pushes two weather systems together creating Hurricanes, Tornadoes and potentially draughts or rain events. They can also salt clouds not with table salt but with different chemicals creating different reactions depending on the chemicals.
