There is a good funeral scene like that in Game of Thrones.

That scene showed two archers, and that is close to accurate. There was a backup archer that was always better than the first.
Usually the first was related to the deceased and had the honor of lighting the boat.
There may of even been someone further along the shore to catch any missed boats, that I don't know for sure though.

There wasn't a backup plan if the process broke down it was the will of the gods, somehow the gods intervene to ensure that individual didn't go to the next life. But honestly there is so little surviving artefacts from viking culture we honestly don't know anything concrete. Most of the cultural information we have is from sagas and not physical evidence.
