I believe that under the reciprocal tax agreements in place, you can claim any tax paid to the US government as a credit against taxes owed to your own government. This would make the change tax-neutral overall.

That's weird. They cancelled my withholding last year and refunded the withheld taxes, then couldn't explain why.

One is typically going to pay tax in one jurisdiction and again most places provide credits against foreign taxes paid so this shouldn't affect people who were actually paying tax on their income.

Here's the thing. People earning yt money should already be declaring it as income on their taxes. Withholding is common in all kinds of similar situations. This just means you wil get to deduct the withheld amount from your tax owing, according to your country's tax agreements with the us. This is only an issue for people who were not paying their taxes.

This will be interesting when all the other countries begin reciprocal taxes too. England, Australia, New Zealand, Russia, Japan, Germany, India, China, etc, all taxing US content creators for content delivered to other countries. I could see it happening. The US just let the Genie out of the bottle on this one.

I think you should have chosen "no" on the "Activities and services performed in the US"
Then you will declare that "I certify that the services provided to Google or its affiliates will be performed solely outside the US, and that any labor or capital (including facilities or other tools) used to provide such services will be physically located outside the US."

I have never received any money from YouTube (have 15.55€ worth of revenue) but I filled the form never the less and got 0% on all of them. I think in the EU it's the same for everyone not just Finland.

From the US, I'm sorry. We don't even have that high of taxes, we just have a habit of having bizarre taxes and being very late to the party.

Most countries have signed a double taxation treaty, including the United States. And if you pay tax on income received on YouTube in your country, then you can take an extract from the tax office and fill out the documents (YouTube AdSence?) And not pay this "additional" tax. Or pay 3% but not 24%.
