The title story, the neighbor blatantly ignored what they'd been told, and even ignored part of the purchase agreement. Then to make things worse they also ignored what the township had ordered, and was pushing the date back thinking it would stop. Realistically he should have been issued as ultimatum, or face fines plus the cost of removal, and paying for the administrative fees.

1st story: the neighbor could legally cut anything crossing the property line, but if the main body of the tree is on OPs land, then the neighbor can't legally cut the tree down entirely

As a home owner yes the neigh in the first story screwed up big time. No matter what the neighbor feels about the tree it wasn't on their property to destroy. The only one who can do anything to the tree on your property is you. So not only would I go after the neighbors I would go after the company who trespassed and never checked ownership of the actual property. Good on you for defending your property.

Orphanage Story: OP should have asked the City whether or not any Building Permits (you need at least 4 to build a home; Electrical, HVAC, Plumbing and Structural) were issued for that home and if so how since he did not own the land...That suggests he falsified the Permit Applications which would be yet another set of Crimes to answer for...

If a Neighbour's Trees have become dangerous and they refuse to deal with it, call the City/County and file a Complaint against them...

If a Neighbour cuts a Tree on your land (or hires a Company to cut it) without your permission, YOU ARE NOT LEGALLY REQUIRED TO PAY THE DEMANDED BILL!!!

The first story, that five hundred fifty dollars for dropping the tree without consent would have them told they're not getting that and that it would cost them that plus whatever the tree valued at. Someone recently argued that cutting out surface roots wouldn't harm a tree. Yet many places a tree's roots don't go all that deep, some being less than two feet into the ground. However I'd have asked the arborist what the value would have been had the roots not been cut out, leaving the tree in a healthy state. Which would have very likely been a whole lot more than what was quoted.

Story 1: Just like companies sending you things in the mail and expecting you to buy it from them, you do not legally have to pay for this. You did not approve it. You could actually sue the neighbor for the loss of the tree. Tree Law is a thing!

The second to the last story reminds me of something similar that I did to someone while I was in a sober living 10 years ago. The sober living had 2 restrooms with showers in each, one being in a restroom built outside of the house and primarily used by those staying in a small building separate from the house. The issue with this shower was that when it was in use, it cut off all the water for the shower inside the house.

One morning before we had to go to the outpatient program the owner of the sober living had us going to, I was just about to get into the shower inside the house like I did every morning when another guy in the house immediately cut me off as I was about to go into the restroom. So I decided to go use the one outside of the house, turns out the moment I turned on the water for the shower was the moment he started putting shampoo in his hair and had no water to rinse it off until after I finished my shower. From that moment on, he never tried to do that again especially since everyone including the manager was laughing at what happened.
