what about when prosecution throws on an absurd charge exactly a year after the first charges were placed because they don''t believe the defense deserves a fair chance on bond?

I have a question sir, can you be placed on pretrial services legally if you were never arrested, contacted by police or had bail posted. Just got summoned to hearing and asked judge for continuance to try to go to veterans court Instead(due to bad history with said judge from previous custody hearing)not a flight risk, and never given/never failed a drug test in court.
