How to fix forge 1.6.4/1.7.2/1.7.10 not working

1.6.4 works on my computer without that problem, but 1.7.10 doesn't before and after I did this.

the core mod manniger class does not do annything i open my minecaft luancher hit the play button its loads in downloading 1.7.2. jar where is it after the luancher disapears
