Actually, I believe the exact quote from her dissent was:
"That is like taking down your umbrella, whilst in the middle of a rainstorm, because you are not getting wet."

Difference being, that in her actual quote she is not saying that racism is gone but might come back, but rather that the rainstorm is happening as we speak, and if not for the civil rights act we would all be very wet.
