To be honest, this guard is one of the bravest people in Skyrim. He knows very well the history and power of the Dragonborn, yet is willing to confront you because you're disturbing the peace. If anything, I respect him more than the Greybeards themselves. I'd feel safe with a reliable person like this man if I was living in Whiterun.

Honestly thats fair. He gives fair warning about it, just trying to keep people safe, doesnt know what youre up to, plus remember someone had just shouted the high king to death only days before. Seeing someone use the Voice is scary, so yeah a guard will be on edge.
