I don't speak Korean, so correct me if I'm wrong, but Korean has 8 simple vowels (monophthongs). Latin only had 5, so when transcribing in that writing system, some vowel letters are combined to represent simple vowels even though they are not diphthongs. For Ju-ae, it is a sound closer to Spanish /a/ nad Spanish /e/, and it appears in the English word "hair". It is not an /ai/ diphthong. I understand the sound must have come from English speaker pronunciation of Taekwondo, however that word's pronunciation by English speakers is nowhere close to how it's pronounced in Korean
