Jessie and James are not related. People seem to willingly forget that Jessies backstory is that she was an orphan sent to various foster families, because her mother, who was a high ranking Team Rocket agent herself, went missing searching for Mew on a snowy mountain.
We've seen James' parents in a season 1 episode. He grew up rich, his parents faked being dead to lure him back to the house so his arranged marriage could be carried out.

As an added bonus, they're both in their mid 20's, the Japanese audio track to Power of One has them scold Ash and Misty for thinking about romance at 10/11:
Jessie: "you're ten years too early to be thinking about that."
James: "And we're five years too late.."

I think the only times Jesse and James' plans work is in movies and etc when they actually have to help Ash defeat big bad guy of the moment (which is the sorta of trope I definitely dig the shit out).

Funny thing is that by most metrics Team Rocket are absurdly competent, they’re just living in a world where karmic retribution is an active force. How many times have they managed to concoct and pull off a plan that would have worked if one of the Pokémon in the general vicinity didn’t suddenly evolve/learn a new move/overcome some personal drama just in time to save the day? The universe seems to be actively punishing them for being bad guys. This is especially true because whenever they decide to forgo the villainy and do something legit they are massively successful. Jessie has placed in the top 8 of multiple Coordinator Grand Festivals without cheating. James is ridiculously good at any Pokémon activity that doesn’t involve direct battling. Meowth is a polymath with skills ranging from mechanical engineering to cooking to credit fraud. These are guys who have the ability to pull giant robots out of nowhere in a matter of hours, disguise themselves at the drop of a hat, and put on a hell of a show just by showing up.

The Jessie and James ship to me is the funniest and most wholesome pairing you could ever give me. I grew up with them and showed great chemistry. Their personality alone won't even let you hate them for playing as "the bad guys" and before it extends to a tangent lemme just say Jessie and James for life...
