Do Quotes allow to the root folder or does it also apply to the sub folders within the folder ?

how to protect accidental delete or move on a file server. I have seen people said their file (Or Folder) has been deleted or moved accidentally

I don't understand wouldn't the volume quota you applied with 1 GB limit triumph over the folder quota with 2GB limit
