Its provocative when Russia and China have ships 120km away from American territorial waters but America is allowed to send ships right up to Chinese and Russian waters. Because reasons.

There is nothing to be alarmed here. It is the same international practice (and for that matter, primarily those of the US) of 'freedom of navigation' that is brought closer to the homeland. Most importantly, the foreign vessels remained in international waters.
