You definitely should count your incoming stock! 10% over/under is industry standard, though it could vary by supplier. I would check if that's on any quotes you've received. If you don't get formal quote forms with terms, it's something to ask about in future. Also, if you ask your supplier for no quantity variance, they might comply in future.
