The neighborhood of Jurica was actually first settled by American people who worked for TREMEC, a company that made car transmissions in Querétaro. You can still find some old American style houses that date from the 70s.

To be considered part of the top 1% in Mexico you would need to make 38k pesos per month. It seems you would have to be in the top .1% to afford this comfortably.
