A cool part of this scene is Shcherbina immediately takes this lesson to task against the bureaucrats on the ground. Not only does it test if Legasov knows what he’s taking about, but also the competence of command at Chernobyl while fronting that he has a full education on the subject matter, which would make an ignorant bureaucrat lose their cool. Shcherbina is an astute statesman indeed.
